California-based small business advocacy group says recent efforts demonstrate a step forward in leveling the playing field for all
(PASADENA, California) December 12, 2021 -- The National Small Business Advocacy Council (NSBAC) is commending the White House and the Small Business Administration (SBA) for recent efforts that have started the process of leveling the playing field for small businesses seeking access to federal contracts.
"We are thrilled that our efforts are reaching the policy-makers capable of enacting meaningful change for small business equality," said Charlotta Carter, a Founding member of the NSBAC. "Our voices are being heard, which in an important step in making the urgent needs of small business owners known," she said. "We consider the latest reforms a success," Carter said.
Last week, the SBA and the Biden Administration announced historic new reforms to Small Business Procurement policies that are in alignment with the NSBAC's Restore Small Business America requests. NSBAC is excited to continue to innovate and push for more policies to reduce the barriers to small businesses encounter when trying to do business with the US Government. We will continue to bring our voices to the table to bring back a small business ecosystem of strong, robust businesses that we have earned and that lifts our communities.
"These are important steps in the process, and we recognize there is still more work to be done," Carter said.
Additional small business initiatives for federal contracting proposed by the NSBAC include:
- Reducing the outsourcing of our tax dollars through large prime contracts to other countries
- Reduce/subsidize the cost of certifications, CMMC , and accounting systems for small business
- Granting access to OTAs (Other Transaction Authority - Grants) to smaller companies as afforded to large corporations
The NSBAC is a solutions-oriented business advocacy group founded during the pandemic to call attention to the needs of small businesses. Through outreach and advocacy work, the group has made significant strides enacting policies that directly benefit small business owners in California and across the U.S.

The group remains focused on pushing its other small business initiatives forward including ending the outsourcing of federal contracts to companies outside the U.S.
"We are seeking a greater commitment to American small businesses from the Biden Administration and one of the easiest ways to make that commitment is by ending the practice of sourcing contract bids from companies outside the U.S.," Allain said.
"There are thousands of American-owned small businesses with the capabilities and skillsets the U.S. government is seeking and the revenue collected from those contracts stays in our country and cycles through our economy in a myriad of ways," Allain said.
"When small businesses have the opportunity to compete for federal contracts, the impact is immediately felt in our local communities," said Allison Allain, NSBAC President and Co-Author of the "Restore Small Business America Bill." Allain is the Founder of Monrovia-based construction firm, PCI Builders. "Access to federal contracts provides small businesses a platform to scale their operations, hire more employees, generate more revenue, and ultimately pay more in state and federal taxes that fund important community programs and critical infrastructure," she said.
The NSBAC will continue to urgently address some of the biggest issues straining post-pandemic recovery for small business owners and create a real solutions to replace lost revenue and protect the economy from being sidelined again in the future.
